What happens when a council home becomes empty?
Cheltenham Borough Council has a clear process for managing empty homes to make sure they’re ready for new tenants quickly, safely, and fairly.
Ending your tenancy
- You must give 4 weeks’ written notice before leaving
- The council may inspect the property before and after you leave
- You may be charged for any damage or unauthorised changes
Preparing the property for new tenants
- The council checks the property for safety, cleanliness, and repairs
- Gas and electricity are tested and made safe
- Smoke and carbon monoxide alarms are installed and checked
- The home must meet the Lettable Standard before anyone moves in
Repairs and decoration
- Essential repairs are done before a new tenant moves in
- In some cases, decoration or adaptations may be offered (especially for vulnerable tenants)
- You might receive decorating vouchers if needed
Viewing and moving In
- You may be invited to view the property before or after repairs are completed
- Once repairs are complete, you’ll sign a Tenancy Agreement and receive advice on:
o Paying rent
o Setting up utilities
o Reporting repairs
o Health and safety
Feedback
After moving in, you’ll be asked to complete a tenant satisfaction survey to help improve services.

- Information is available in different languages and formats if needed
- Adapted homes are matched with tenants who need them.
